Important context: Exavalu's current $20,000/yr is an estimate of internal HR admin spend (Gusto payroll subscription + handful of HR hours). The PEO fee — $53K-$58K higher than current — bundles services currently being done internally or paid for separately: payroll processing, benefits administration, HRIS platform, compliance/audit, employee handbook, dedicated HR specialists, training/LMS, 401(k) MEP fiduciary, and EPLI coverage.

Tax ID Model — Critical Distinction: Under a PEO arrangement, SUTA is paid in one of two ways depending on the state's regulations. "PEO Master" states (e.g., AZ, GA, MD, NJ, TX) — the PEO uses its own FEIN and the PEO's experience rate applies (rate may differ from client's current rate). "Client FEIN" states (e.g., CT, CA, FL, IL, NC, NE, OH, PA, SD, VT) — the client retains its FEIN and existing experience rate; PEO simply administers payment. This explains why ADP rates match the Client rate in some states (Client FEIN) but differ in others (PEO Master).
